John Sullivan

Founding Partner

Congressman John Sullivan is a Founding Partner in SBL Strategies, LLC. Prior to SBL Strategies, Congressman Sullivan represented the 1st Congressional District of Oklahoma from 2002 until 2013. He served on the powerful House Energy and Commerce Committee Leadership Team as Vice Chairman of the Sub Committee on Energy and Power. As a member of the Committee, Congressman Sullivan had a profound impact on issues of energy, healthcare, and telecommunications. John also served in House leadership as Minority and Majority Assistant Whip.

As a member of the House Energy and Commerce Committee, Congressman Sullivan introduced, passed, and led several legislative initiatives including:

Passing the Transparency in Regulatory Analysis of Impacts on the Nations Act. This passage forced the EPA to do a cost benefit analysis on programs prior to implementation to determine the impact on jobs, the economy, energy prices, electric reliability, and overall American competitiveness; Authored Nat Gas Act and built a coalition of over 250 businesses large and small, along with local governments in support of the bill. He secured 180 bi-partisan co-sponsors and was a key player in the introduction of a similar measure in the Senate; Led negotiations on the Energy and Commerce Committee, in conjunction with the House Transportation Committee to pass the Pipeline Safety Bill; Passed the E15 Amendment prohibiting the EPA from using any appropriated funds to implement the E15 waiver for fiscal year 2012; Passed the Cement Sector Regulatory Relief Act of 2011. This legislation forced the EPA to rewrite draconian rules to minimize costs on producers; Secured over a billion dollars in grants and contracts for the state of Oklahoma.
Prior to his service in Congress, Congressman Sullivan worked in the fields of Energy, Transportation and Real Estate. He served eight years in the Oklahoma State Legislature where he served on the Energy and Regulatory Services, Public Health, Public Safety and Economic Development Committees.

Chad Bradley

Founding Partner

Chad Bradley is a Founding Partner in SBL Strategies, LLC. Prior to SBL Strategies, Chad was the President of Chad Bradley & Associates, LLC for over nine years. Launched in 2003, Chad Bradley & Associates is a full-service government affairs, strategic and political consulting firm. Chad Bradley & Associates continues to partner with SBL Strategies.

Prior to Chad Bradley & Associates, Chad served as Deputy Chief of Staff and professional staff for Senator James M. Inhofe (R-OK) for over nine years. Senator Inhofe is the Ranking Republican on The Senate Armed Services Committee and a Senior Member (and recent Ranking Member) of the Senate Environment and Public Works Committee.

Chad is a native of Norman, Oklahoma and holds an MBA from George Mason University – School of Management and a BS in Economics from the University of Oklahoma. He resides in Alexandria, Virginia with his wife and three daughters.

Jeff Loveng

Founding Partner

Jeff is the Principal and CEO of SBL Strategies, LLC. Prior to SBL Strategies, Jeff was the President of Vandor Strategies, LLC for over three years.

Prior to SBL Strategies, Jeff served as Chief of Staff to the Transportation and Infrastructure Committee Chairman Bill Shuster for over five years. Bill Shuster was also a senior Member of the Armed Services Committee, Natural Resources Committee and Government Reform Committee. Congressman Shuster also served as a member of the House Republican Leadership team in the roles of the Regional Chairman of the NRCC and a member of the deputy whip team. In the 2010 election cycle, Jeff, while on leave as Chairman Shuster’s Chief of Staff, led NRCC election initiatives in Pennsylvania, New York and New England helping the GOP recapture the majority in Congress.

Before Jeff’s return to Capitol Hill, he spent four years running the Washington, DC office of FirstEnergy Corp. Jeff was the company’s primary Federal Government Affairs representative to the federal government.

Prior to joining FirstEnergy Corp., Jeff was the Federal Government Affairs Manager for GPU Corp. GPU was a vertically integrated electric utility company operating in Pennsylvania and New Jersey.

Jeff began his career in Washington, DC in 1991 on Capitol Hill, where he served in a number of legislative positions for Congressman Mike Crapo, Senator Dirk Kempthorne and Congressman Ron Packard.

Jeff is a native of San Diego, California and holds a Bachelor of Science degree in Economics from the University of Idaho.

Joshua Novotney

Partner

Prior to joining SBL Strategies, LLC, Joshua Novotney served as Senior Advisor and Political Director for U.S. Senator Pat Toomey (Ranking Member and former Chair of the Senate Banking Committee and Member of the Senate Finance Committee; formerly on Senate Commerce, Science and Transportation Committee) in his Senate office for over 4 years.  Mr. Novotney continued his work in support of the Senator running his Super PAC for his re-election in 2016.  Mr. Novotney also worked for multiple U.S. Senators and Governors over his career of almost 20 years as both political and official advisors.
